In reply to your letter of the 14th. instart,

I am directed to inform you that the Governor de about to appoint a Committee consisting of the Hon. Er. C. E. Anton, the Hon. Mr. Lau Chuṛpak, the Hon. Mr. Shewan, Mr. S. H. Dodwell, Kr. G. 1. Edkins, the Harbour Master and Fleet Paymaster W. D. Sarratt to advise the Government as to what British tormage it is necessary to retain in Far Eastern waters to meet the vital requirements of the Colcny in the event of the Admiralty making still further requisitions of British shipping in the Far Eastern Trade.

I enclose a copy of the letter of invitation

to these gentlemen which indicates the terms of reference.

If the Committee of the Chamber of CommĖ"OE would wish to nominate an additional member the Governor is prepared to consider an additional appointment.

Iam to take the opportunity of pointing out that as at present advised the Governos de of opinion that such questions as are indicated in the 3rd. paregraph of your letter under reply are not likely to weigh strongly with Hia Yajesty's Government in the faos of national necessity.
